With knees shaking and fingers trembling under the podium, I spoke before the San Diego LAFCO (Local Agency Formation C omission) in 1984ish. The subject was should Solana Beach, an unincorporated community in north county San Diego incorporate into a city? My remarks began with, “Change happens whether we like it or not. The smart people get out in front of it, rather than chase it.” I am proud of the acronym I created: CITI – which stood for “Citizens Intending To Incorporate.” It was an effective campaign and Solana Beach’s incorporation went to a vote of the people.
